2020. key to our effort -- [applause] key to our efforts is reducing electricity consumption through efficiency standards and buildings and appliances. over the last three decades, these pioneer efforts have saved california $65 billion and not through yet. still taking profit from it. that's the future and that's what gets things done. we're also meeting our renewable energy goals. more than 20% of renewable energy. every utility executive said it couldn't be done and we already have. by 2020, we'll get at least a third of our electricity from the sun and the wind and other renewable sources and probably

more. california embarked on a vast program to build highways, bridges and roads. most of the structures were constructed before we knew about climate change. last year, you authorized another big project. high speed rail. yes, it's bold, but so is everything about california. electrified trains are a part of the future. has 5,000 miles of high speed rail and intend to double that.

we all know the story of the little engine that could. [ laughter ] the big engines were called to haul the freight train over the mountains. can't do it. the little train said i think i can. the engine pulled in front of the long line of freight cars and started puffing away, i think i can, i think i can, i think i can, i think i can. over the mountain the little engine went. we will get over that mountain. i have no doubt about it.

>> it's taken great perseverance to get us this far. i signed the high-speed rail authority in 1982. more than 30 years ago. in 2013 we finally break ground and start construction. this is my 11th year on the job. i have never been more excited. two years ago they were writing our obituary. california is back. the budget is balanced and we are on the move. let's get it down.

subdue him, they took him to a hospital for treatment and he is facing charges. >> i wonder who the hell he? he's naked and running through my damn house. guys, be prepared to be amazed by these pictures pap guy names gavin went to death valley national park to get some pretty incredible footage. they went to death valley for the night of december 13th, 2012. that was the night of the peak of the geminid meteor shower. they went to get the darkest sky possible so that they could put together a pretty incredible time lapse video. >> now, remember, i said be prepared to be amazed. now, the footage itself is amazing enough. but keep watching really closely. you see some of the meteors. you see things start to fly around in the sky. did you see that? >> yeah. >> for about five seconds, you're going to see something that looks like a meteor, but

then you realize it's kind of in a circular pattern, almost like a pinball bouncing around in the sky. >> oh. what is that? >> like two loops and then it gets out of there. >> this video is getting a ton of attention because of that five-second piece of video. >> nobody know what's it is. >> people are speculating that this is a ufo. but to tell us more about the attention, we have the photographer behind this video via skype "right this minute." gavin what do you say that this is in that five-seconds of video? >> looks kind of like a plane at first, but the way the photography works, one second there is almost about 12 minutes of actual time. so too slow for a plane, and definitely no noise at all. i believe there's some kind of military base in the area as well. so my theory is kind of that it's some sort of experimental plane. >> what about a satellite? >> yeah. you see the satellite in time lapses. usually whats is you kind of catch them going just vertically across. it's pretty unlikely that's that

what would be and also feels too low for that. when we played it back and looked at it, we were just kind of amazed wondering what it was, and your imaginaon gets going when you look at the thing. >> what are some of theers people that have seen the video? >> about 100 different possibilities. it ranges. i've heard people say some kind of insect. i've heard flying ining delore somebody. >> anybody showing up at your door, government official, demanding the video? >> not yet. i'm hoping that doesn't happen. it's trash day, and maybe time for some revenge. >> it looks like he kind of spilled out some of that trash on purpose. >> that kind of thing is garbage. really, garbage. see why, next. now i'm back with a hit straight from the gig, talking about songs in the usa. she's back with a new 49ers rap song. >> she is so cool. i love her.

the winter x games start tonight but some of the competition has been going on for a little bit on their website called the real snow competition. the best snowboarders asked to commit a minute-long video and people can vote on who they think is the best. there's going to be two awards. the viewers' choice award and an x game judging panel. some of these guys use some incredible things using anything that they can come across. rails, steps, roofs. dumpsters. this is awesome. set up like the x games. >> i was going to say, this is kind of the real competition. >> on the x games website, the two guys that made it into the finals are air roe atala and frank april. let me show you a little bit of frank april. >> wow. >> oh, whoa. he went down two rails at the same time. this is incredible. goes up railing, jump, does a back flip and lands on the down side of that rail.
